No mention was made on who they asked about the spin off / break up. I don't think the decisions were made in a void. Volpe at the very beginning went to every division and did a valuation study, this info was used, and with any additional sales of products the value should go up tremendously. Brooks, Worldcom could fall in line soon, also other European teles, after all many of those countries are small and a metro product would be perfect!Gladue report should be very interesting.
