That's right.

Another thing that's confusing is that the earnings
forecasts is unchanged, but the recommendation was
upgraded.

I guess I interpret that as COMS being oversold
or too cheap for its expected earnings forecast.

My source was Zacks and I suspect it should have been accumulate by looking at the post you showed. I really do now know.
