Why not? Impeachment has nothing to do with crimes in the legal sense. Let's look at a different case - LBJ. He lied regarding the Gulf of Tonkin incident, and used the lie to imbed us more deeply in Vietnam. I would think that something like that (or possibly Iran/Contra if Reagan could be shown to have lied regarding that) would qualify as a lie that had crossed the line into abuse of power.

Neither one is illegal, but I would think they would qualify as grounds for impeachment.

Nothing to do with Clinton, I know, but your basic premise is flawed. Perjury need not be proven to proceed with impeachment. High crimes and misdemeanors is not a legal term, but a political one.
