Jimmy Carter Urges Inquiry Into U.S. Raid on Sudan UNITED NATIONS (Sept. 18) XINHUA - Former U.S. president Jimmy Carter has called for a technical investigation into Washington's missile attacks on a pharmaceutical factory in Sudan, which the Clinton Administration said was making an ingredient for nerve gas, U.N. officials said here on Friday. In a statement issued on Thursday, Carter, who had said that the credibility of the United States is on the line over the attacks, said that Britain, Germany and other foreign leaders were increasingly skeptical of American assertions about the Sudanese factory, which Washington linked to Iraqi chemical weapons projects. The United States launched missile attacks on the factory on August 20, the same day Washington sent missiles raining down on suspected terrorist training camps in Afghanistan linked to Osama bin Laden, whom the Clinton Administration blamed for a role in the bombings of two American embassies in East Africa. The Sudanese Government came to the United Nations to request an independent study of the site in its capital Khartoum, the Shifa Pharmaceutical Inudstries plant, to prove that the factory's only function was making medicine and veterinary supplies. The United States argued strenuously against the request, and the Secretary Council shelved the discussion. "Despite early American reluctance to support this request," Carter said in the statement, "this is something that now needs to be done." "If the Sudanese are guilty, they should be condenmed both for lying and for contributing to terrorist activities," he said.
