Indeed it would. But the real root cause, going below "over production", is bad government policies, which are in turn rooted in greed, rather than policies that actually try to address reality in an equitable and decent way. This is what permits, even encourages and protects, the overproduction. The market would quickly correct the overproduction if businesses were allowed to fail when it appears. Then capital would seek real "opportunity", rather than perpetuate the overproduction. But that is "too hard" for many.
