If they sell the vodka to an American company and realize it on their books no problem. The money is paid to Compaq in dollars. The PCs are then released to the Russian company. The Russian company recognizes the PCs as a business expense. Very legal.

What you are talking about is done because there is no cash money. Also if Russians paid all the taxes, they would pay over 100% of their income. At least that is what I have heard. Tax system needs a lot of work.
