'borrow' money. In this way, you don't have to sell and
I believe it may have some tax benefit too.

This would more than likely be coupled with a recession/DEPRESSION in semiconductor sales - in which case, Intel would be WISE to conserve cash - rather than "return it" to shareholders.

The cash would be needed to fund design and development of future products at a (potential) time when revenues and profits could not adequately fund such endeavors.

And remember - dividends are given to shareholders AFTER Intel pays taxes on its profits - and then SHAREHOLDERS PAY TAXES on the dividends !
