reminds me of an episode of Max Headroom 20 minutes into the future.

A band of rebels known as "Blanks" who seek electronic anonymity by erasing themselves from databases.

In a paramilitary raid on a blank's apartment, the black-booted stormtroopers are shocked to find an eerie silence...ecgh! A television set with an OFF SWITCH!

In the future, the television watches you. As they drag off the dissident in the police van she is heard screaming to onlookers "Blank is beautiful! Blank is beautiful!!!:"

So what you are predicting is that the "man in the street" will not be using such a system hence it will be a failure.

Two things the would-be criminal would know from any "wired" person in the crowd:

A) they have extra money to burn on gadgets.
B) it surely takes a major credit-card to belong to the "system". The
more elite it is the more likely the target will have money.

The less people involved the more of a wealth-beacon this item would be. Might as well wear a David Letterman dollar-bill jacket and act surprised when you are mugged.
