Since most all penny stocks are "pump and dump" schemes, I would say find one to buy before it has been pumped and sell before the dump.
Does that qualify as a fundamental?

If not and you happen to be trying to find the rare honest penny stock then one that has all of it's SEC filings up to date should be an important requirement before laying down your cash.
