The difference in the case was the same ultraliberal Democratic Congress had placed the arms embargo on Bosnia. A new Republican Congress lifted the arms embargo because the Muslims were getting slaughtered. Clinton actually flip-flopped. He originally opposed lifting the arms embargo, threatened to veto, and may have done so. I believe when he finally found that public opinion was on assisting Bosnians, Clinton did his normal reversal. Does that sound about right?

This was in summer of 1995 when Clinton was at a low point. He didn't regain his strength till he manufactured the government shutdown that Fall. What a legacy for a President. His claim to leadership is a bogus shutdown of the government.
