Thats unfortunate for South Africans.
Luckily we in the US and Canada are free to buy bullion tax free, but any capital gains are taxed. If you don't sell then no gains.........
Also I believe most of western Europe is the same.

In Canada, there is also a sales tax on non-bullion coins (< 999 pure)
which includes krugerands.
In my scheme of things, I believe eventually controls will come.
Buy while you can........
