Bill,

I handle the publication advertising for our firm. I usually have to reserve ad space 3 to 4 months in advance of publication date. Plus, I often commit to multiple ads per year to get the better rate. So it is entirely feasible that JAWS committed to this back in the days of much lower prices. Once space is reserved and rates charged for multiple ads, you pay for it if you use it or not.
