This is not John Q. Public buying all of this stock.

Why haven't any Form 13's been filed.

I am sure the answer would be along the lines of, "since the company is involved in a Chapter 11 filing and the assets of the company are substantially less than it's liabilities, the stock has no voting power." Therefore, since there is no voting power associated with the stock, it would follow that it is not necessary to file the Form 13.
