Looks like the Japan and HK markets were down
a good bit. Also, Europe were down a good bit.

It seems that Japan had a partial plan established
to fix the banks. And on 2nd look, somebody noticed
that they're still pumping $$ in the the sickly
Long Term Credit Bank. I guess that's interpreted
as Japan still not being decisive and making excuses.
