I thought the idea behind a rate cut was to lessen the attractiveness of the US for foreign investors relative to other countries, in an effort to redirect investment their way instead of ours, which in turn helps stimulate their economies. I don't see us cutting rates to the point where Japan's rates are suddenly competitive by comparison, but I think every little bit helps.
