Starr's office would be negatively served by placing the expectation that the other scandals would be in THIS REPORT. I doubt that it would be his office since it would put him under pressure from Republicans and the 3-judge panel, as well as the Democrats. The Democrats were the first to jump on that issue even though it was not a valid case. (Their intent to deflect from the Jones deposition charges and refocus on sex being the issue)
