<< what stops an independent counsel for being appointed to investigate every president we have from here on out>> The integrity of the people we elect (character counts, even in Congress) and the integrity of the Attorney General. You also need to have some faith in the American people. This whole affair has disgusted a great many people, both for what Clinton did, and how the issue was pursued. I doubt the American people will allow the kind of harassment you fear.
