The IMF hasn't actually given Russia all that much money, yet. Of the 22 bil authorized, they've only give 3.5 I think. There was a prior authorization which was spent, but I think it was a lot less than teh $22.

Rubin, Greenspan & Clinton knew the odds in Russia weren't very good. And that a lot of the money would be missapplied, and as you say, more or less stolen. They didn't expact so fast and spectacular a flame out. No one did, including not the markets.

But they felt that so long as there was a chance that Russia was moving further along the lines of some sort of reform, it would be unwise to send the Russians a message along the lines of "West to Russia. Drop dead."

Not good for security purposes. And not good for the future direction of Russian politics. Although in the end nothing good could be assured no matter what the U.S. did.

The Russian money was a form of protection money. Truth be told.
