I think it is quite clear that "high Crimes and Misdemeanors" does not have to involve crimes. Extreme derelection of duty, such as taking off half the year for vacation, would qualify. The example you gave is hard to judge. It would depend on the circumstances.

I think it is also clear that a low crime, which is not a High or serious crime, and does not involve any abuse of office (that is his official powers), is not impeachable.

The more difficult question is whether a serious crime which has nothing to do with abuse of office is impeachable.

But we don't have that here. I think it very unlikely that Clinton would be convicted by a jury of any crime here. And certainly not of a high, or serious one, under all the circumstances.
