Yes, there is that factual conflict. Though when one excludes touching through clothing, and touching through or with an object, as the Pres. did, it narrows the conflict considerably. Also, the Pres. emphasized the intent to stimulate requirement of the definition. Which would also exclude an accidental or fleeting contact.

The conflict may not be so great.

Lewinsky is not at all necessarily to be fully belived on this. She got made at the suggestions the Pres. was saying it was all "one way". She could well have been motivated to not seem a fool. She apparently felt that claim made her seem one. She has a long history of lying easily and often, by her own admissions. ANd she may well have thought this was no central issue for the President's legal health. Therefore "OK" for her to lie about.

I don't know. It's no slam dunk.

And nothing to conduct a Congressional investigation over either.
