That will be impossible to prove, and may well not have happened. Except perhaps for accidental or fleeting touches that did not meet the further definitional requirement of intent to arouse. (Even though it could well have had that effect anyway on Lewinsky, minor as it might have been.)

The Senate is going to try THAT????
