Not by the courts. Sometimes by the more extreme advocates within NOW, who I disagree with. Sexual harassment law is subject to enormous abuse, if overextended.

Sexual harassment requires evidence of coercion, or a hostile work environment. A few companies have extreme internal rules prohibiting relationships however consensual between people at different levels in a hierarchy, but normally a direct reporting and evaluation relationship is required for internal rules to prohibit relationships.

Actual conviction under current law requires convincing evidence of some coercion. The difficulty with relationships between people who directly report is that any reversal in fortune, or stagnation, on the part of the female subordinate can be plausible CLAIMED to be a result of spurned advances or a cut off relationship. If other evidence can overcome that suspicion, the defendant wins.
