The Pegasus WSQ Library is not a major concern. They are addressing compression of forensic quality fingerprints taken on livescan readers at local law enforcement facilities that send prints to the FBI for storage. This is the final step in the fingerprint acquisition process. I don't think Identix or any of the competitors has identified FORENSIC print file compression as an area of major concern.

Regarding Identicator's Announcement -

This is troubling. Identicator seems to be making serious inroads with the major technology players - Microsoft, IBM, Compaq, Novel and Micros to deliver a standard biometric template for e-commerce and other commercial market segments. Now they are working to establish their BIO-ID template as the standard for military use. We definitely need a response to this from the company.
