I see RSSF and MASH on the offer at 4 with 1000 each. These are primary NCES MMs. Also JANY and SHWD with 100 and 500 exposed respectively. On the bid is MASH at 3 9/16 and BRUT at 3 1/2 each with 1000.

I suspect you are right in your conjecture; that NOV has been selling some of it's NCES holdings. It's likely a business decision with an objective for a certain reduced percentage that may have little regard for price.

This is probably a good time to accumulate.
