The world class BIG CPU developing companies like IBM do it, so Intel must.

As far as I know, IBM has never successfully brought up a CPU design on an emulator. Intel is the only company I am aware of which has been able to bring up a complete CPU design on Quickturn. They have been doing this for about a decade now. This provides Intel a big advantage with software development.

at speed

Emulators do not run at speed. They do run fast enough to test the functionality of compilers and application software.
