There is no such thing as a "truly reliable" RT quote service -
there may always be outages - that's why you should have
several sources for redundancy. In Medved QuoteTracker
(http://www.medved.net/QuoteTracker) I make sure that
the program can connect to quite a few sources of quote
data, some free, some subscription based, but the interface
stays the same. This way, if one source is down, you switch
to another one.
