I have and continue to argue that there are two sorts of reasons for which a President may legitimately be impeached under the Constitution. Either for a serious misdemeanor, or misuse of his office. Which does not require any legal standard or violation of law, but properly does require a high, or serious misuse. Or for a High Crime. Which does require that criminal standards be met, definitional. And further requires that a High, rather than just any, crime be committed by the President.

And I most definitely do not think the President should properly be impeached simply because a sufficient majority can be obtained in the Senate (and a bare one in the House). Our Constitution explicitly requires more. Although certainly there is considerable proper discretion allowed to Congress.
