I'm very much opposed to the OIC statute unless it is radically reformed. And I was coming to this view, though admittedly caring less about it, as a result of the over-long Iran-Contra investigation.

The basic problem with the statue is that it inherantly breeds overzealousness, and incredibly protracted investigations that throw a long shadow over government throughout their duration. And not just with respect to the President, although of course its Presidential attack that we all focus by far the most upon.

The main ways I would reform it is to require a much higher threshold for seriousness of likely offense, before setting those wheels in motion. In the immediate climate the Repubs. probably wouldn't go for that, although a few years ago they would have. So probably their simpler earlier proposal --- that we just let it expire and not renew it, it the only feasible alternative to renewing almost unchanged.

I think if we again face anything really serious, such as another Watergate, or a Filegate (though that appears to be a low level misadventure only), Congress can hold hearings and develop ad hoc remedies. It SHOULDN't be as easy as it is now to launch a full fledged investigation.

Bill, I submit that there are no safeguards in a Partisan Congress for either side. When the attack dogs come,no one is going to be standing in front of you with a T-Bone to feed them.
Its fend for yourself,and hopefully they won't rip the flesh from your bones.
