Problems then becomes who do you trust with funding. Perhaps you go to the peace corps who possibly from their experience can project who is capable and not corrupt. Very difficult task you end up fighting it at all ends and end up abetting more than aiding. Must go now, but quickly... It becomes the brave new world, peace corps would become another bureaucratic body that hardly your hot money mercenary is likely to trust. Tax concessions fees etc. are more likely to work.... new forced honesty would help. see: #reply-5811634 got to go, talk later... Z.
