NCTA Seeks Set-Top Entry
Washington -- The National Cable Television Association is asking two federal courts for permission to join appeals of new Federal Communications Commission rules designed to promote the commercial sale of set-top boxes.

The NCTA, in filings Sept. 17 and 18, made the request before the U.S. Court of Appeals for the 11th Circuit and the U.S. Court of Appeals for the District of Columbia Circuit.

Set-top-makers Scientific-Atlanta Inc. and General Instrument Corp. filed appeals in an effort to overturn rules that ban cable operators from distributing new boxes with integrated signal-security functions in 2005.

The FCC ruled that separation of security and channel-selection functions was vital to creating a commercial market for set-tops.
