CUBE benefits from an open box, because it diminishes the power of the entrenched providers such as GI and SFA by allowing new entrants into the market.

We need to make a distinction between a box which uses an open standard such as SFA's boxes (as opposed to GI's boxes which are generally proprietary), and the "open" box discussed in the FCC order. The FCC is trying to establish a situation in which you can buy your box from anywhere and attach it to your cable system -- whether or not it uses an open standard -- similar to the telephone legislation way back when that allowed you to buy your own phone and connect it to the phone company's network. The FCC's open box would require you to buy or rent a security module from your cable company, even if you purchase a settop from a third party, so that the cable company could regulate access to the cable system and to the pay channels.
