Gonna put be on the spot huh? ;)

In reality it is probably more important just to start and anywhere will do. Your suggestion of uniform accounting standards is a good one and one I would love to see be adopted as soon as possible. But we can't even get the developed nations to agree on accounting standards. But that is a good area and one that should be done.

My personal favorite would be legal systems. A respect for property rights must be rigorously defended by the courts and no economy can develop without it. Also corruption need to be fought. I can accept different accounting standards if we can get many of these countries to stop corruption and cronyism.

But both of these are longer term issues and should and will take second place to the immediate economic triage.
