Basically, we do have standards: it's called the electoral process. Impeachment should only be used when there is a substantial issue of misconduct, such as efforts to undermine the electoral process, as happened in Watergate. The alleged perjury and obstruction you mention, even if they can be proven, which I'm sure they couldn't be in a court of law, which is essentially non-political, occurred in the context of years of reactionary efforts to get Clinton.
