I don't believe I said anything about what caused the oil crisis. I did say that conservation measures that Carter encouraged helped to bring the price down, along with competition between oil-producing countries. As you say (if I read you correctly) the sudden shortgages and the dramatic increase in gasoline prices may well have been deliberate or tacit policy by major oil companies. Or, as my mother-in-law blandly put it, "As soon as the price went up there was plenty of gasoline." The point I was making was that Carter is an intelligent and practical-minded person and that his remarks about the present troubles of Clinton seem level-headed.

If you want to discuss the price of oil, there's a thread on that which I started quite a while back, but given the current extremely low price levels, no one seems much concerned with the issue.

I also agree with you that wage and price controls, which should have been anathema to a Republican president, were responsible for many of the economic problems of the early 1970s, and undoubtedly did their part to bring on the oil shortages. I also agree that many government incentive programs work out badly. I would have insulated my house in any case, but I still think that the $2,000 tax credits I got made it easy to take steps that have saved about $20,000 worth of heating oil over the years. I did most of the work myself! Let me enjoy the only big tax break I ever got!
