Which came first, the cover up or the exposure? Clinton was already covering up before he knew he would be exposed. That's why he and Monica concocted that phone sex alibi, and why Clinton made sure Betty currie was always at work when he had Monica over. That's why the elaborate schemes to sneak her in. That's why the intimidation of the secret service agents. The outrage is with the coverup, not the sex.
