awards Lucent Technologies multi-million dollar project to build new telecommunications network in
El Salvador (C)1994-98 M2 COMMUNICATIONS LTD

MIAMI, FLORIDA - Lucent Technologies today announced that it has been awarded a
multi-million dollar dollar project by Intel S.A. de C.V., a Grupo Telefonica affiliate, to supply
equipment and services for an integrated, multi-service telecommunications network in El Salvador.

Telefonica's new network will provide both fixed and mobile wireless services based on Code
Division Multiple Access (CDMA) digital technology, as well as an international gateway for long
distance calling and high-speed data transmission for businesses through a synchronous digital
hierarchy (SDH) fiber optic network.

The first phase of Lucent's "turn-key" project--which is scheduled for completion by the end of this
year-is targeted for the metropolitan area of San Salvador. The installation includes Lucent's flagship
5ESS AnyMedia switch, Autoplex System 1000 Series II cell sites, an Airloop Wireless Local
Loop System, technical expertise, professional and support services. Lucent also will provide an
international gateway for long distance services and SDH optical networking equipment to offer
high-speed data transmission to businesses.

The network is expected to increase the number of telephone lines in that country by 20 percent
from the existing 300,000. Lucent is the sole supplier to the project.

Lucent Technologies is a leading provider of wireless infrastructure equipment utilizing all of the
interfaces available in the market today - AMPS, TDMA, CDMA and GSM. An industry leader in
CDMA technology, Lucent has more than 100 CDMA networks either in commercial operation or
under construction for 25 network operators worldwide.

The Autoplex System 1000 Series II platform uses CDMA, a digital wireless technology based on
the IS-95 air interface. This technology provides increased call capacity and enhanced call quality
that is comparable to landline service. CDMA reduces the static and cross-talk sometimes heard on
analog systems, and provides a "soft hand-off" capability that makes call hand-offs between cell
sites and mobile switching centers (MSCs) virtually unnoticeable to customers.

The AirLoop Wireless Local Loop System provides wireline-equivalent voice and high speed data
services by using a digital fixed wireless technology to connect the central office to residences and
small businesses. The system is deployed rapidly, enabling Telefonica to start serving customers
much faster than with traditional copper wire.

In the Caribbean and Latin America region, Lucent Technologies has won projects to build CDMA
networks Mexico, Venezuela, Puerto Rico and the Dominican Republic, as well as an ongoing
CDMA trial in Guadeloupe. In North America, Lucent is the leading provider of CDMA
infrastructure equipment for the largest PCS network providers - PrimeCo Personal
Communications, Sprint PCS and others - and for cellular carriers such as GTE, AirTouch and Bell
Atlantic Mobile.

Telefonica International, S.A. (TISA) is the subsidiary of Spain's Grupo Telefonica which handles
the company's international commercial strategy, identifying business opportunities and executing
investment projects in Latin America and other markets. At the end of June 1998, Telefonica
managed more than 12 million telephone lines, 2.5 million cellular subscribers, and two million cable
TV customers in Latin America. TISA, which in 1997 had revenues of US$2.9 billion, has
investments in Argentina, Brazil, Chile, Peru, Puerto Rico, Venezuela and Portugal.

In El Salvador, Telefonica was the winner in the bid to privatize Intel, one of El Salvador's two
telephone service providers. Telefonica owns 51 per cent of the shares in Intel.
