As an ex-games programmer (and back into TDFX today) the MS 3D API's were complex beyond belief and incredibly difficult just to get up and running - much less - optimized. What the game world is moving to, frankly, is OpenGL for its ease of use and its stability. OpenGL may hide some of its hooks into the MS DXD, FWIW.

It's my understanding that the basic calls to do texture mapping are generic and left up to the board to optimize. I'm surprised (but I haven't kept up with 3D outside of VRML and OpenGL for a year or two) that MS would even be mentioned in a licensing agreement with TDFX. You just call the function and sit back and let the board do its thing. Software <-> Hardware. Two worlds...
