It is a conclusion - based on the facts.

The only technical difference that has been published is that it runs at 2.1 volts instead of 2.2 volts at 300 MHz. Since that very minor "improvement" doesn't suggest any successful modification of the design, layout or poly sizing, I'd guess that the part is simply binned-out from final tests - some small fraction of K6 devices probably meet that speed/voltage corner.
