That has always been the case. What happened in my situation was that the system thought the order for 1 share was the "main" order even though 1000 shares has already been bought. That's why no commission was charged. I wouldn't recommend anyone try repeating it though, and for the $9.99 it normally costs it's hardly worth the effort. I just happened to be in a confessional mood. I don't know about you, but some quotes I got today was clearly wrong (and I wasn't using streamer). I ended up getting a price improvement on my limit order, so it sort of balanced things out.
