The far and away highest probability is for a rate decrease of .25. There is not enough pressure at home to push through more than that at this point.

...and Europe has pulled back substantially off their highs.

Supporting act from DJ: my doji scanner had about 20:1 bearish patterns on 23 close for German stocks. The only bullish stocks I can remember were Volkswagen and DAI -> DAX was up 3-4%. My conclusion: foreign money freaking out.
