From the mobile point of view it is pretty much as expensive to build a patchy coverage mobile network than a WLL network. You need to install base stations, base station controllers, switches, transmission in between such as cables, microwave radios etc. etc.

But if you add couple of base stations on the main roads, hey, you have suddenly an adequate mobile network and with the economies of scale (you can get a fully functioning good used GSM phone for $40 in Europe) and roaming and competition, cost could actually be lower. If you look WLL from this point of view it starts to look as sexy as that woman who taped Lewinsky.

I agree with you in that there are a lot of people out there with no wireline.
