so what would be a fair price of Ciena even if it is not acquired ...
to me, even if Ciena stands alone, it definitely is worth more
than 14 ...

Although I agree Ciena is bigger than the average CSCO takeover candidate, I have no doubt that CSCO could swallow it without so much as a hiccup in its share price. Everyone on the Street believes Ciena is at a bargain basement price right now. The takeover would be viewed extremely favorably if it came in at or below .5 CSCO per CIEN. Unlike the Nortel buyout of Bay or TLAB's of Ciena, there would be no dilution in Cisco's earnings, IMO. A 1 billion merger is nothing for a 90+ billion dollar company. As for Chambers' other considerations, I don't really know, but Ciena's valuation is a positive right now, not a negative.
