We did already! It's called the election! We elect Congress to make these decisions! If you want to change the way impeachment decisions are made, then you've got to go the constitutional change route! That's also why we elect a VP....in case the President is impeached or "unable to serve"!

In 1978, it was a Democrat Congress that wrote the Independent Counsel law and a Democrat President that signed it into law! It was the Democrats that used the Independent Counsel law against the Republicans about 60 times during their 12 years in the White House. It was THIS Democrat President that renewed this law (the Republicans have always opposed this law and opposed Clinton renewing it) and it was a Democrat Attorney General that requested an Independent Counsel to look into Whitewater and it was this same DEMOCRAT ATTORNEY GENERAL that expanded his investigation to cover Monica. Why aren't you mad at Janet Reno too? Or why aren't you mad at the Democrats for writing this law in the first place?

Now that the shoe is on the other foot, all you can do is squeal how unfair the process is. Truly amazing and quiet hypocritical I might add!

wallstreeter - 60% of "the American people (us)" would also probably vote to do away with taxes and speed limits, too, - that's why a representative republic exists here - true democracies would soon degenerate into the chaos of anarchy. Sometimes you shouldn't wish for something that will eventually destroy you. The Democrats did when they created (and subsequently used) the OIC.
