RE RealTime bid/ask/blocks The issue is one of reliability. Most delayed quotes are not exactly 10/15/20 minutes delayed; the time delay fluctuates. In addition block trades are reported differently (esp. if they are crossed). This means that you cannot be sure that the two are in sync unless you have access to an accurate quote system, ergo you cannot be sure if one quote is above the other if the spreads are narrow as they are today.
