JHP, you are wrong about the 90,000, 000 outstanding shares. They are not issued and outstanding. Only ~ 15,000,000 (more now) were issued. Companies often have more shares outstanding than they issue. This gives them the ability to give stock dividends, issue stock from time to time to raise money, etc.

With some companies, it could be a major issue getting approval for more shares. But with FTEL, and with many small companies, you are often at the mercy of the "king" and his associates who effectively control the company via the number of shares they own.
