Let's segregate the community into two main pieces - those that are working and those who aren't. People that are working (or otherwise have the majority of their disposable income provided by currently taxable sources) would end up somewhere near where they currently are as far as taxes are concerned - the form would change, but not the substance.

People that live off their savings or that have the majority of spending money provided by sale of previously acquired taxes would be taxed in a manner you could consider unfair.

You're right, a phase-in period might be appropriate.
