Because he will take the focus off of Clinton. Starr does not want to muddy the waters by bringing additional allegations which would have to be investigated, reported, and adjudicated. He certainly doesn't want to go after the protagonists in the ML drama like Jordan, or Hillary. I guess I could imagine him indicting Livingstone or someone like that, but that does not reach Clinton, so I think that would be distracting. Putting myself in Starr's shoes, I think that he has to get every charge against Clinton out there before the end of October so it can be considered by Congress. For all others, he should wait until after the impeachment proceedings are over.
