I'm looking to put together a new computer system for home use

Is is better to go with WIN 98 or NT?

It is generally application driven. Win98 is home use oriented..multimedia and game oriented and NT is a corporate networking OS. The line between them is getting less distinct. We have been led to believe that Win98 is the end of the line and we will all be using NT in the not too distant?? future.

Win 98 is compatible with more hardware and software. It is a good OS for home use. NT should not be ruled out for home use. It is more stable than Win 98.

Is 64Mb Ram enough for starters?

Yes but more is better. Consider 128 MB especially if you opt for NT.

Is is better to go with one BIG (10 Gb+) HD or is it better to have two smaller ones (say 4 Gb each)? (I get paranoid of HD crashes and loosing all data.)

There are a lot of different opinions here. You definitely need to back up anything that you do not want to lose. This type of backup requires a removable option of which there are many..tape, CDR, ZIP, LS120, MO. You should develop a removable strategy before you consider a second harddrive. My preference is to back up important targeted files and programs rather than back up an entire drive for this part of a backup strategy.

I prefer two harddrives to one drive as mentioned in the KOT post. I would use one smaller drive as the primary drive and the larger drive as the KOT drive. Perhaps a 4GB primary and and and 8GB KOT.

JMHO
