I believe you are wrong about Nixon's Articles of Impeachment. My recollection is that the House Judiciary Committee voted and approved all the Articles including "lying to the American people." There was nothing on Cambodia though.

He resigned before the Articles were voted in the full House, thereby escaping a technical impeachment vote.

And I remember reading transcripts of the tapes at the time. Minus of course 18 minutes.

This is from memory, so if anybody has facts, you might want to correct me where my memory turns out to be Clintonian.
