The true motivation is to avoid progressive taxation of the rich and high income earners, and some redistribution of income.

I agree with this but I wonder if the high income (or more importantly, high wealth) individuals would actually pay more taxes than they do now with a consumption tax. It would be an interesting study, has anybody ever done one? Income taxes just seem so unfair to the traditional workforce versus the investors and business owners.
